In Germany it is legal to produce your own side boxes. In Italy they have to be smaller as the steering bar of the bike. Things that can be taken off the bike without any tools don't need to be written into the bike papers.

Much stronger are ammunition boxes from the army. Those can be cheaply bought online but their weight is around 10 kg each.

Sometimes one can buy aluminium cases on scrap places for the kilo price of aluminium. Those can easily fit to the bike using old pipes or metal bars.

You then bend two metal bars each to the form of an U. The black metal U has to reach from the left food peg past the numberplate to the right food peg. The red metal U has to be attached to the bike frame using metal angles at the blue point. At their end, the red U holds the black U. Now one can drill three holes into those metal bars, to get the 3 green dots, needed to attach the panniers. Just three more screws, some washers and wingnuts to hold the panniers. Finished.
